Measures

Each of the twelve project partners possesses an individual action plan, which has to be implemented during the eight years of the project term.  All of them have the principle of sustainable procurement for the partner organization in common. Moreover, all project partners have a local climate change manager, who is responsible for the coordination of the implementation process. Their tasks include the targeted development of regional competences, inter alia, workshops and events. Associated therewith and through intensive public relations activities, awareness-raising in all actor- and stakeholder groups will be sustainably influenced.

Masterplans, which will be developed for all the twelve partner regions, are the basis for the implementation of measures within the scope of the LIFE-IP ZENAPA. In the context of the masterplan development, regional specific and individual measures will be prepared. Additionally, the detailed- and implementation planning is made through so called strategic biodiversity- and climate protection concepts, which are based on the integrated area concepts according to the methodology of the KfW. These will be created for 90 municipalities and provide also an economical basis for the implementation of the future measures. Besides the analysis of the potentials, the masterplans and concepts are moreover influenced by biodiversity- and nature protection aspects, which complement the results by this factor. In total, they are building the basis for the implementation of the model projects in a multitude of different fields of action, which are listed in the following:

  • Species-rich energy crops,
  • Pulping process for biomass,
  • Biochar production,
  • Electro mobility,
  • Energy efficiency (insulation measures, LED-lightning of buildings, streets and sports facilities),
  • Energy hedges,
  • Innovative storage systems,
  • Waste water treatment plants,
  • Low carbon meat,
  • District heating,
  • Natural building materials,
  • Red kite management,
  • Electricity- and heat generation based on renewable energies.

 

LIFE-IP ZENAPA targets on a wide implementation of measures in the target regions, not only through actual partners but also through public institutions, companies, gastronomy, agriculture, tourism and in particular citizens. In order to focus on these aspects, reaching as many stakeholders as possible, a large number of campaigns as well as the program “1000 solar roofs” will be conducted. The project budget can be used exclusively to cover the costs of the project partners to realize the action plans. To enable own projects to the mentioned target groups, which are not part of the project consortium, LIFE-IP ZENAPA, furthermore, addresses the topic financing and develops corresponding organization models.

To keep the added value by the implementation of measures in the region, innovative financing models (e.g. revolving funds, Maar & Moor Futures) and regional energy associations will be planned and implemented. The development of regional funds, as well as the certification model: climate and species protection will be essentials pillars of the financing of measures trough different stakeholders in the catchment area of the project partners. In the first phase of the project a certificate, which assesses criteria of C02equ. -savings and effects on species protection, will be developed. Moreover, there is a monetary assess of the criteria and of the definitions of the commitments (e.g. period of the project binding), which the financial sponsor of a project must enter. To ensure the value and the quality of the certificates, an independent validator will be engaged to audit the developed methodology. The certificates will be offered on the voluntary market for emission rights (VER: Verified Emission Reductions). Potential purchasers include in particular companies, which buy emission rights beyond their legal obligations within the scope of their CSR-policy (Corporate Social Responsibility).

Diverse measures for capacity building, training and public relations continuously accompany the implementation process of LIFE-IP ZENAPA. These measures focus the development of an information and competence network for exchange of experiences and mutual learning. Furthermore, the aim is to establish  cooperation with the partners to develop and implement common ideas. Public reporting and information provision will be used as a further project stabilization to trigger imitation effects in order to further contribute achieving the climate targets of the federal government and the EU.
